Also, policing hacks is hard. While punkbuster catches some hacks server yesterday had clan of kicked all at once for aimbots , detecting hacks isn't easy and I've yet to see a good system. And you can't go by reports, as I bet a lot of people report players who are simply better than them rage reports. DICE has no interest in policing the game. Look at BF2 - it's the same exact way. Instead, they are more invested in sales numbers.
You can't automatically ban people based on their stats alone, the Chicago school board would get raked over the coals if they tried that stunt today and the same would happen to DICE but by fans rather than judges. You can determine who is probably a hacker, but these must be reviewed case-by-case, with additional evidence, before action can be taken.
A few months ago in response to hacking, DICE said they were hiring a dedicated anti-cheats employee, and I'll bet that one person even if they spent all their time reviewing cases wouldn't be enough to make a dent in the base of cheaters. Even if it did, I'll bet that most cheaters are pirating the game somehow and would have no issue creating a new account, to resume their cheating ways.
Solution: Play on a good server. I play on the NCIX servers which have votebans and active administrators. When a hacker shows up they're banned in 30 seconds, and if an admin was on they're probably recorded as well. You have yourself huge ass maps with vehicle killing and gadget killing and all kinds of weaponry and bullet drop and explosives etc.. Battlefield has always been a hard franchise to police because it provides SO MUCH which amplifies the amount of possible exploits of those systems and probably makes designing a program that can detect those exploits impossible.
